The New Crystal Springs Bypass Tunnel is being constructed to provide redundancy to the existing Crystal Springs Bypass Pipeline. This pipeline is a critical link in transmitting all of the water from the Sierra and East Bay supplies to the Peninsula and City of San Francisco.
The tunnel project received certification of its environmental impact report (EIR) in June 2008, and subsequent approval by the SFPUC Commission in July.  Construction is anticipated to start in Winter 2008. The project is provided in response to the Seismic Reliability and Delivery Reliability level of service goals.

Description
The project consists of:
Constructing a 4,200-foot-long tunnel with an 8-foot-diameter welded steel liner.  Vertical shafts on each end of the tunnel will be built to accommodate the tunnel boring machine and future maintenance. 

  • The southern shaft will include a connection to the existing Crystal Springs Bypass Pipeline near the north end of the existing Bypass Tunnel; as the existing pipeline has been determined to be seismically reliable in this area. 
  • The northern shaft of the new tunnel will tie into the southern ends of both Crystal Springs Pipeline No. 2 and Sunset Supply Line. 
  • Installing new isolation valves, valve vaults and standby power facility.
  • The existing pipeline will remain in service to provide redundancy for inspection of the tunnel.

The Project Team for the proposed New Crystal Springs Bypass Tunnel reviewed and assessed very carefully written comments and testimony at the hearings for the project’s Draft Environmental Impact Report (DEIR). While the Major Environmental Analysis (MEA) section of the San Francisco Planning Department will be publishing a formal response to each and every comment later this spring, the Project Team has offered further clarification on the following topics that generated most of the comments.     Read more
