The facilities at Lake Merced require overall assessment to determine mechanical, electrical, structural, and hazardous materials code compliance and overall condition. The current operation, as well as the future demands on the Lake Merced Pump Station (LMPS) must be taken into account to determine how the reconditioning/reconstruction of the facilities should proceed. It is likely that the pump station would have to be reconfigured and rebuilt to accommodate the continued operational demands of the City of San Francisco.

Initially, pump performance, emergency power, Supervisory Control and Data Acquisition (SCADA) project impacts, surge analysis, equipment condition, seismic issues, and worker safety would be considered. Upon completion of a full evaluation of the Pump Station facilities, a phased master plan will be developed to assist with completion of future projects at the site. Evaluation will include a condition assessment of the San Andreas #2 supply pipeline and the distribution pipelines leaving the LMPS. Replacement and repair of these pipelines may be included in the project scope in the future.

Currently, a structural assessment of the surge tanks is underway. The surge tanks, which are leaking, are not seismically anchored and may require immediate repair. The project may include a new 9,600 San Francisco pump station and generator building with bridge crane, upgrade of power including high voltage distribution system, four standby emergency generators, new surge tanks, site and security improvements, temporary power during construction, new piping and valves, a SCADA monitoring and control system, a chloramination facility, and a fueling station.
