The proposed project would include all facilities necessary to move water from the Upper Crystal Springs Reservoir, through the Lower Crystal Springs Reservoir to San Andreas Reservoir and, ultimately, to the Harry Tracy Water Treatment Plant Raw Water Pump Station. All of these facilities are located in very close proximity to the San Andreas Fault. The purpose of the project is to improve system reliability so that raw water will be supplied to the Peninsula’s water treatment plant as necessary to meet its sustainable capacity requirements.

Description
Improvements would be made to the Raw Water Transmission System known as the Crystal Springs/San Andreas Transmission System. All this work would occur within the SFPUC’s Peninsula watershed and will require special sensitivity to the habitat within the watershed.

The project primarily would consist of:

  • Seismic upgrades and removals of hydraulic constraints from the lower culvert of the Upper Crystal Springs Dam;
  • Seismic upgrades to the Lower Crystal Springs Outlet Structures;
  • Construction of a new pump station together with infrastructure upgrades to the pump station facility;
  • Seismic upgrades and refurbishing of the 5,100 feet of pipeline between the pump station and the San Andreas Reservoir, and
  • Seismic retrofit of the San Andreas Reservoir Outlet Structures.
