This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

The current position is located at San Francisco Public Utilities Commission.  The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

POSITION INFORMATION:
Under the administrative direction of the General Manager of Hetch Hetchy Water and Power of the San Francisco Public Utilities Commission (SFPUC), the Water and Power System Manager plans, organizes and directs the administration and operation of the City’s water supply and hydro power system. 

The essential functions include: directing the operation of Tuolumne River Reservoirs to optimize water supply and power, connection to Energy Services; planning and coordinating with consultants and staff to implement Hetch Hetchy Water and Power (HHWP) operation tools (planning and real-time operations) including software to store data base; coordinating with the Federal, State, City and Local districts agencies, on regulatory issues regarding reservoir elevation, release operation of facilities (RAKER) and which may impact the SFPUC system yield; serving as liaison to public on the operation of the HHWP system including presentation of technical and nontechnical material; providing support to the Water System Improvement Program (review, preparation of material as needed to support (PEIR); planning, directing, supervising and evaluating the work of staff; preparing and recommending an annual budget as well as monitoring budget; coordinating with federal, state and local agencies on dam safety, health and safety regulations, environmental regulations, power generation licensing and operation, and hazard and emergency response; and assisting in preparing agreements and contracts.

MINIMUM QUALIFICATIONS:
         
1. Possession of a baccalaureate degree from an accredited college or university in engineering, hydrology or a closely related field; AND
2. Six (6) years of progressively responsible experience in reservoir operations or hydroelectric power generation including at least three (3) years at a supervisory level or above; OR
3. An equivalent combination of education and experience; AND
4.  Possession of a current valid driver’s license.

DESIRABLE QUALIFICATIONS:

1. Registered Professional Engineer in the State of California; OR
2. Certified Professional Hydrologist with the American Institute of Hydrology.

5. All other provisions of this announcement except for the Certification Rule may be appealed to the Human Resources Director. Appeals of these provisions must be filed within five business days with the examination analyst listed on this announcement.
6. Per Civil Service Rule 111A.26.5, the Human Resources Director may approve the use of the eligible list resulting from this examination for Permanent Civil Service appointments to other positions in the same or similar classes.
