This is a Position-Based Test conducted in accordance with Civil Service Rule 111A. The current position is located at the San Francisco Public Utilities Commission. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
POSITION INFORMATION:
This position will manage the Bureau of Environmental Management which provides environmental planning, impact assessment, and permitting services for all of the SFPUC's capital improvement projects and repair and replacement projects under the Infrastructure Division. The Director acts as technical advisor on studies and problems relating to planning, environmental regulation and/or development programming and directs the entire environmental review process, from alternatives analysis, through various phases of design, to post-construction mitigation monitoring.
On behalf the Infrastructure Division of the San Francisco Public Utilities Commission (SFPUC), this position will manage all aspects of California Environmental Quality Act (CEQA) compliance and regulatory compliance in concert with the San Francisco Planning Department's Major Environmental Analysis Division (MEA) for the SFPUC's major Water System Improvement Program (WSIP) for the rehabilitation of the Hetch Hetchy System, as well as other capital projects in the Power and Wastewater Enterprise.
The WSIP is a complex $4.3 billion 13-year program comprised of 85 local and regional projects to repair, replace and seismically upgrade Hetch Hetchy, the Bay Area water delivery system. The 85 projects consist of 35 local water projects and 50 regional water projects to ensure future reliability and delivery of potable water to San Francisco, Alameda, San Mateo and Santa Clara counties.
The San Francisco Planning Department, as a Lead Agency under CEQA, is preparing a Program Environmental Impact Report (PEIR) for the WSIP, and numerous project specific EIR's, Negative Declarations and Categorical Exemptions under the WSIP. The anticipated projects would cover all aspects of the water delivery system, including but not limited to work on dams, reservoirs, pipelines, tunnels, pump stations and other water delivery infrastructure.
The Manager of the Bureau of Environmental Management will supervise the work of consultants and employees in subordinate classifications in the preparation and completion of the CEQA documents and regulatory permitting.
Note: The normal annual salary range is $119,106 to $152,022. Appointments above the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills, and require a special approval process. MINIMUM QUALIFICATIONS:
1. A Masters degree from an accredited college or university in Public Administration, Environmental Studies, City Planning or a closely related field and at least ten (10) years of verified experience performing environmental review under CEQA, including least five (5) years of verified experience managing environmental professionals in the preparation of complex environmental review documents under CEQA. OR
2. A Bachelor’s degree from an accredited college or university in Public Administration, Environmental Studies, City Planning or a closely related field and at least eleven (11) years of verified experience performing environmental review under CEQA, including five (5) years of verified experience managing environmental professionals in the preparation of complex environmental review documents under CEQA.
SUBSTITUTION: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.
