This is an Employment Register Announcement. Applications will be accepted on a continuous basis, with periodic suspensions as needed. A supplemental application is required. Under direction, independently conducts complex studies and analyses; develops analytical models and systems; independently conducts contract negotiations; develops and implements seasonal and long-term operating, financial and capital plans. The essential functions include: interpretation of complex regulations, laws, policies, procedures and guidelines; the development of recommendations consistent with established policies and directives; decisions which frequently require application of sophisticated analytical procedures and techniques to complex, multi-disciplinary problems as well as supervision of Utility Analysts and technicians. The job specification for this classification defines and describes the full range of duties included within the levels of the deep class of Utility Analyst, from an initial training level with less complex work to fully functioning advanced level. Assignments within this class vary in degree of complexity, responsibility and amount of supervision received. The annual salary range is $77,636 – 114,738.
MINIMUM QUALIFICATIONS:
1. Possession of a baccalaureate degree from an accredited college or university preferably with major course work in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; AND
2. Four years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.
SUBSTITUTION:
Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

SELECTION PROCEDURE:
Information provided by the candidate in the Job Application and Supplemental Questionnaire will be assessed to determine his/her education, training and experience as they relate to job-related knowledge, skills and abilities. All candidates who meet the required education and experience standards will be ranked and placed on the employment register for referral to hiring departments. The Certification Rule for this register will be Rule of the List. The department will conduct further selection processes to make final hiring decisions. Applicants selected for hire by the department will be placed on an eligible list for permanent appointment to that department.

The eligibility period on the register for successful candidates will be twelve months. Candidates on the employment register may reapply when their period of eligibility has expired. Eligibles, who are on an eligible list for Class 5602 Utility Specialist as of October 10, 2008, will be placed on the Employment Register for Class 5602 Utility Specialist and will have their eligibility extended for one year.
