This is an Employment Register Announcement. Applications will be accepted on a continuous basis, with periodic suspensions as needed. A supplemental application is required. Candidates not selected during this one year period may request their eligibility to be extended or to reapply when their name is removed from the register.
Under immediate supervision, performs professional level duties in the following areas: prepares, reviews, updates and coordinates operating schedules and plans; assists with the administration of wholesale and retail contracts; assists in conducting a wide variety of analyses, studies and projects. The essential functions of this class include: monitors regulatory and contractual constraints to assure compliance; reviews and reconciles a variety of computer reports and logs for analysis; assists in conducting contract negotiations for buying and selling of power; assists in developing near- and long term operating, financial and capital plans to assure appropriate monitoring of departments needs. The job specification for this classification defines and describes the full range of duties included within the levels of the deep class of Utility Analyst, from an initial training level with less complex work to fully functioning journey level at the mid- and higher levels. Assignments within this class vary in degree of complexity, responsibility and amount of supervision received. The annual salary range is $51,402 – 79,794.
MINIMUM QUALIFICATIONS:
1. Possession of a baccalaureate degree from an accredited college or university preferably with major course work in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics or other field related to the utility business; OR
2. Four years of verifiable journey level work experience in one or more of the following areas: water supply management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a clean water program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long term utility systems planning; OR
3. An equivalent combination of education and experience.

SELECTION PROCEDURE:
Information provided by the candidate in the Job Application and Supplemental Questionnaire will be assessed to determine his/her education, training and experience as they relate to job-related knowledge, skills and abilities. All candidates who meet the required education and experience standards will be ranked and placed on the employment register for referral to hiring departments. The Certification Rule for this register will be Rule of the List. The department will conduct further selection processes to make final hiring decisions. Applicants selected for hire by the department will be placed on an eligible list for permanent appointment to that department.

The eligibility period on the register for successful candidates will be twelve months. Candidates on the employment register may reapply when their period of eligibility has expired. Qualified applicants who choose to reapply after their period of eligibility has expired may request retention of their previous score and rank from the employment register in lieu of filing a new application.
Eligibles, who are on an eligible list for Class 5601 Utility Specialist as of October 10, 2008, will be placed on the Employment Register for Class 5601 Utility Specialist and will have their eligibility extended for one year.
