This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.
The current position is located at San Francisco Public Utilities Commission. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
Position Description: Under general administrative direction, the Principal Administrative Analyst of the San Francisco Public Utilities Commission (SFPUC) is responsible for developing and implementing financial procedures; forecasting and monitoring revenue and expenditure budgets of SFPUC including revenue rates; conducts a wide variety of analytical studies related to assessment of operational effectiveness, financial and market risk, price sensitivity, and other complex studies as assigned; develops annual and multi-year financial plans; identifies financial constraints and develops, evaluates or recommends policies and procedures to improve financial performance, mitigate risks, increase revenues and decrease costs; writes a variety of documents including reports; work plans; general correspondence; operating, financial and marketing plans, program descriptions, operating procedures and policy recommendations; forecasts and tracks capital investment needs; optimize debt structure; seek alternative financing sources; stay current on industry trends and best practices; prepares regular reports of the financial condition of SFPUC, and performs a variety of complex budgetary, financial and legislative analysis; makes presentations to management, commissions and other water agencies. Essential functions include: Perform complex revenue and expenditure forecasting and historical trend analysis; research and respond to informational requests on SFPUC’s capital investments; forecast and track capital investment needs; optimize debt structure and seek alternate financing sources; prepare presentations and reports regarding debt structure and alternative financing sources that are clear and concise; establish, maintain and foster harmonious working relationships with those contacted in the course of work; manage the stress of last minute projects in a fast-paced environment effectively and efficiently so that others are not negatively impacted; and other duties as required.
Minimum Qualifications:
1. Possession of a baccalaureate degree from an accredited college or university AND eight years of experience in complex budget analysis, financial/fiscal analysis, economic analysis, contract administration, or legislative/administrative policy analysis; OR
2. Possession of a Master’s degree in Accounting, Finance, Economics, Public or Business Administration or related field from an accredited college or university AND six years
experience in complex budget analysis, financial/fiscal analysis, economic analysis, contract administration, or legislative/administrative policy analysis.
Desirable Qualifications: Demonstrated strong analytical, planning, organizational, presentation and supervisory skills and abilities; knowledge of various research methodologies and ability to determine which are appropriate to SFPUC debt management; experience with forecasting models and ability to perform statistical analysis; strong oral and written communication; and advanced spreadsheets and integrated database skills.

Training and Experience Evaluation (Weight = 100%): Candidates’ training and experience will be evaluated and rated in terms of duration and relevance to job-related knowledge, skills and abilities for ranked placement on the eligible list.
Certification Rule: The certification rule will be Rule of the List. The Department may administer additional selection procedures before making a final hiring decision.
