APPOINTMENT TYPE: 

Provisional Appointment. An incumbent with provisional status will be required to participate in the next Civil Service examination for this classification to be considered for permanent appointment.

NOTE:

Please note that the current recruitment is no longer for two seperate 1820 positions in Infrastructure. The only position being hired for is in the Contracts Administration Bureau (CAB). If you select that you are applying for only the Project Management Bureau (PMB) position while completing the supplemental questionnaire your application will no longer be considered.

POSITION INFORMATION:

 

Under general direction, the 1820 Junior Administrative Analyst will work with the Professional Services Contracts Group for the Contract Administration Bureau (CAB). The major functions of this group are to assist the Contract Administration Bureau in overseeing the administration of the Professional Services procurement process. Responsibilities include: overseeing the administrative staff in supporting Professional Services Contract Analysts at public outreach and information sessions, facilitating the certification of contracts, conducting consultant reference checks during the Request for Proposals evaluation process and providing general back-up support in the procurement and contract administration process.  As a member of this group, this position will perform complex and detailed professional-level analytical work, assisting with a wide variety of activities and assignments.

The essential functions of the job include: Assisting in administering the professional services procurement process, including logging in proposals, disseminating and tracking proposal distribution to applicable panelists and staff; coordinating administrative support services for pre-submittal meetings; Supporting contract analysts in the overall procurement process and in conducting applicable reference checks; Primarily responsible for working with City staff to certify professional services contracts after Commission award; Compiling and analyzing statistical data on professional service contract procurement; Compiling and disseminating the contract expiration report to project managers and management; Establishing and maintaining effective working relationships with staff using strong oral and written communication skills while managing the stress of a multi-task environment; and serving as a project lead to clerical, technical, and/or subordinate professional staff. This position will be requested to perform other related duties as required.

MINIMUM QUALIFICATIONS:

1.       Possession of a baccalaureate degree from an accredited college or university; AND one (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration; OR

2.       Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy or a related field

Substitution: Professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration may substitute for up to two years of the required education in #1 above, on a year-for-year basis (2,000 hours experience is equivalent to 30 semester/45 quarter units).

DESIRABLE QUALIFICATIONS (For Contracts Administration Bureau Position ONLY):

1.       Two (2) years of verifiable experience performing professional-level analytical work, or one (1) year of graduate level coursework in business, project management, or legal analysis

2.       Knowledge of the principles and procedures required to provide professional-level analytical assistance in the following areas: development of management/administrative policies and procedures and administration of contractual agreements

3.       Working knowledge of general business processes highly desirable;

4.       Working knowledge of work-related computer applications, including e-mail, word processing, spreadsheets, presentations, workflows, databases and the Internet.

5.       Familiarity with automated, integrated systems and working knowledge of project management database systems and/or Microsoft EXCEL

6.       Exceptional analytical, written, organization and documentation skills

SELECTION PROCEDURE:

Screening of Application (Weight – Qualifying):

Applications and resumes will be screened for relevant qualifying experience and education. Additional mechanisms may be implemented in order to determine candidate’s qualifications. In the event of a large number of qualified applicants, a committee of experts may evaluate the qualifications as described on the application materials of each candidate who has met the minimum qualifications for the position. Only those candidates who are deemed best qualified and meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process.

Supplemental Questionnaire:
The supplemental questionnaire is used to gather additional information on candidates who met the Minimum Qualifications. Applicants will be prompted to answer questions on the supplemental application in the online application process.  The information indicated on the supplemental application must provide complete and accurate information.  Failure to submit the supplemental questionnaire by the date requested may result in disqualification from the examination process. Receipt of the supplemental application must be submitted by September 18, 2008.

1. Verification of education and experience may be required at any point in the selection process. Failure to submit verification documentation, if requested, may result in rejection of application or ineligibility for employment.
