This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

POSITION INFORMATION:
The 0941 Water Resources Director is responsible for providing direction, oversight and general management of the Water Resources Management Division. The Division consists of three units: local water resources, regional water resources, and water conservation. The Director is responsible for budget development, priority assessment, performance measure development, and performance assessment for the three units.

The essential functions of the job include: Overseeing the budget for Water Resources; developing performance measures; preparing the Urban Management Plan and other water supply reports; directing programs for recycled water and groundwater development and developing and implementing long-term water conservation plans.

MINIMUM QUALIFICATIONS:         
1. Possession of baccalaureate degree in water resources, environmental planning, natural resource planning or a closely related field; AND
2. Ten (10) years experience in water resources planning, environmental resource planning or a closely related field; INCLUDING
3. Six (6) years of management experience in water resources planning, environmental resource planning or a closely related field.

DESIRABLE QUALIFICATIONS:
1. Possession of a master’s degree in water resources, environmental planning, or natural resource planning.
2. Coursework and/or training in mediation/facilitation practices and strategies.

SUBSTITUTIONS:
1. Additional qualifying experience may be substituted for the degree requirement on a year for year basis.
2. Post graduate education in water resources, environmental planning, natural resource planning or a closely related field may substitute for up to two years of non-supervisory experience on a year for year basis.
