This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

POSITION INFORMATION:
Under general direction from the Natural Resources and Land Management Division Manager, the Planning and Operational Compliance Manager position manages Water Enterprise (WE) efforts to strategically initiate collaborative efforts to develop plans to protect and restore natural resources that affect or are affected by water supply system operations and/or watershed land management activities.  These efforts are coordinated with other WE Divisions and often involve partnerships with external stakeholders (other water and power utilities, state and federal resource agencies, local governments, research institutions, and non-governmental organizations).  Oversees all WE environmental compliance activities, which includes monitoring and evaluating existing environmental document and permit condition commitments, renewing and negotiating all future operational environmental documents and permits, and coordinating with Infrastructure on the development of all future commitments included in construction environmental documents and permits.  Scope of this effort includes CEQA, NEPA, state and federal endangered species acts, Clean Water Act, California Porter-Cologne Water Quality Control Act, and California Department of Fish and Game Codes and their application to drinking water utility and watershed land management operations. This position is located at San Francisco, CA.

Essential responsibilities and functions include:  Manages planning for the Watershed and Environmental Improvements Program, and coordinates ongoing management of other WE repair and replacement projects under the direction of Division staff.  Represents the SFPUC in collaborative stakeholder forums (water and power utilities, state and federal resource agencies, local governments, research institutions, non-profit organizations, landowners, etc) and describes WE operations and related environmental issues. Oversees and coordinates analysis and reporting to regulatory agencies per existing environmental document commitments and permit conditions. Directs efforts to effectively and comprehensively integrate project level reporting into a broader program/landscape level perspective.  Perform related duties as required.

Note: The normal annual salary range is $82,862 - $105,742 effective 6/28/2008.  Appointments above the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills, and require a special approval process. MINIMUM QUALIFICATIONS:

1   Possession of a baccalaureate degree from an accredited college or university preferably in chemistry, biology, environmental engineering, environmental planning, or a closely related field; AND

2   Five (5) years of experience planning, managing, and/or supervising complex environmental planning and regulatory compliance programs.
