A Utility Plumber Supervisor I may work as a field supervisor or as a distribution/transmission system operator. Under general supervision is responsible for organizing and supervising groups of skilled and semi-skilled workers engaged in safely performing a wide variety of maintenance operations on water supply and distribution lines and facilities, including planning and installing water supply and distribution pipe lines, installing and maintaining appurtenant valves, meters and fittings and also the maintenance of rights-of-way, watershed roads and related facilities. Essential functions of the job include: investigating complaints and determining appropriate corrective actions; closing down and later restoring water mains in connection with the installation, inspections or repair of mains, fire hydrant connections; regulating water supply from various reservoirs; operating valves to regulate potable water through pipelines; utilizing and maintaining main pipe and gate valve record book; operating gate valves; maintaining daily job-related reports and records; regulating levels of reservoirs and flushing main as well as assisting fire fighters by regulating the flow of water at fires; interacting with a variety of people to explain procedures and regulations regarding department practices and procedures. The nature of this position requires: sustained physical effort, such as standing or walking for prolonged periods; lifting heavy/imbedded manhole covers weighing in excess of 75 lbs; great manual dexterity; frequent exposure to potential hazards; exposure to inclement weather; working in small, confined spaces or at great heights. Incumbents are required to work on all shifts, respond to emergencies on a 24-hour on-call basis, and work alone or with a crew. Some positions perform detailed pipeline inspections requiring a high degree of knowledge regarding inspection procedures and supervise the chemical treatment of reservoirs from marine launch. The annual salary is $84,448 - $102,648. Enter at step 5.
MINIMUM QUALIFICATIONS:
1. Any combination totaling eight years of the following:
a. Successful completion of a recognized apprenticeship program in plumbing, utility plumbing or pipe welding.
b. Journey-level experience installing and repairing large municipal utility piping systems supplying potable water in a large urban area OR installing and maintaining high and low pressure fire hydrant and fire-fighting high pressure water distribution systems; AND
2. Grade III Water Distribution Operator Certificate is required within eighteen (18) months of appointment if appointed before July 1, 2009. If appointed after July 1, 2009, the Grade III Water Distribution Operator Certificate will be required within 12 months of appointment; (Provided the State of California continues to offer the test twice a year); AND
3. Possession of a current valid driver’s license, a copy of which must be attached to the application at the time of filing.

VERIFICATION:
Verification of qualifying training and experience must be submitted with application. Verification of experience should be on employers’ or Union’s letterhead with the job titles, duties, dates of service and must be signed by the employer or Union. Non-City employees must verify all qualifying experience. A copy of Plumbing, Utility Plumbing or Pipe Welding Apprenticeship Certificate or a letter from the Union must be submitted to verify equivalent training. City employees may submit copies of performance appraisals to verify qualifying experience. City and County employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee’s class will only be allowed if recorded in accordance with the provisions of the Civil Service Commission rules. Experience gained in self-employment must be verified by submitting copies of tax records or other supporting documentation.
Verification may be waived if impossible to obtain. The applicant must submit a signed statement with the application explaining why verification cannot be obtained. Waivers will be granted on a case-by-case basis. Failure to submit the required verifications or request for waiver may result in rejection of application.

SELECTION PROCEDURE:
Oral/Performance Examination: Candidates will be tested in order to determine their relative knowledge, skills, and abilities in the following job-related areas which may include but are not limited to: knowledge of water supply systems, plumbing practices, methods and procedures, safety rules and regulations; ability to read and interpret technical diagrams and maps; ability to supervise; interpersonal skills; written and oral communication skills.
