POSITION INFORMATION:
Under general direction of the Assistant General Manager, Power Enterprise, the Community Choice Aggregation (CCA) Manager will plan, manage, oversee and direct the operation and services of the San Francisco Community Choice Aggregation Program including controlling the program budgets, directing staff and overall policies, and preparing the plan for three broad goals, Reasonable Electric Rates, Local Control Over Electricity, and Greater Reliance on Renewable Resources. Essential functions include: manages the contract for the maintenance and operation of the electric system, develops and manages a power supply and load/resource plan including provisions for compliance with legal and regulatory requirements relating to resource adequacy and renewable portfolio standards; cultivates business relationships with other utility service providers to introduce best technology applications, financial and capital construction management practices, operating systems, and reporting practices; reviews and approves the development and presentation of major reports to federal, state regional and local agencies; conducts special studies on utility rates; develops and presents recommendations for changes in rate and fee structures; monitors the overall customer service provided by the program and its contractors and implements improvements where necessary; and perform other tasks as assigned.
Note: The normal annual salary range is $111,020 – 141,700 (effective June 28, 2008). Appointments above the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills, and require a special approval process. MINIMUM QUALIFICATIONS:
1. Possession of a baccalaureate degree from an accredited college or university in engineering, public policy, business administration, mathematics, statistics, economics or a closely related field; AND
2. Eight (8) years professional experience in one or more of the following areas: power supply management and planning; power operations planning and scheduling analysis, interpretation and application of utility contracts and regulations in power (electric and/or natural gas); utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning, design, and construction or long-term utility systems planning; management of municipal power infrastructure projects. This experience must include 4 years management experience and 4 years in one of the specialty areas listed above; AND
3. Possession of a current, valid driver’s license.
