Consisting of five service areas, HRS provides leadership and assistance to the staff in carrying out all Personnel, Payroll, and training functions. We assist managers and employees throughout the department with recruitment, training, problem resolution, and other personnel issues in order to maintain a qualified and diverse workforce, and we actively promote the diversity, health, safety and professional development of all employees.
Scope
HRS consists of 41 positions in 6 Units: Payroll, Processing, Labor Relations, Discipline, Staffing, and EEO. Staff in these 6 service-oriented units are supported by a small Administration unit, and together they handle the following:
- Maintains employee records and files.
- Processes employment transactions including requisitions, leaves, transfers, discipline, grievances, accommodation requests, and layoffs.
- Conducts examinations and establishes eligibility lists
- Audits, reviews, and classifies positions.
- Ensures compliance with federal, state, and local laws that govern fair employment.
- Maintains payroll deadlines, records and files.
The HRS service and administration units all work together in support of SFPUC staff.
Payroll Unit
The Payroll unit provides timekeeping and payroll record processing, including the delivery of paychecks.
Equal Employment Opportunity and Training
The Equal Employment Opportunity and Training unit conducts various personnel training programs and assists the managers of other departments in the administration of the Equal Opportunity Program.
Staffing
The Staffing unit handles recruitment, hiring, and classification, conducts citywide human resource examinations, and supports other SFPUC departments in classification procedures.
Labor Relations
The Relations Unit provides SFPUC department managers with guidance in the application of personnel and union policies. It also serves as a mediator between unions and SFPUC managers,
to help resolve any grievances that may arise.
Discipline
The Discipline unit manages the advice and hearing functions of the disciplinary process, and works proactively with managers and supervisors to ensure that disciplinary actions are appropriately handled and completed.
Processing
The Processing unit produces hundreds of personnel documents which are required in order to complete payroll processing. It also maintains position control and personnel records.
