With a total of 50 employees, Environmental Regulation and Management implements the City's pretreatment and water pollution prevention programs and provides health and safety, and environmental compliance services to all SFPUC departments and facilities.
Environmental Regulation and Management protects the environment, our citizens, employees, and facilities by regulating industrial water discharge to the sewerage system and implementing the City's Sewer User Charge Program, assists the SFPUC in complying with and implementing environmental protection and industrial health and safety laws and regulations and promotes diversity and the health, safety and professional development of its employees.
Environmental Compliance ProgramThe function of Environmental Regulation and Management Environmental Compliance Unit (ECU) is to provide environmental and regulatory services to the rest of the SFPUC. ECU provides in-house expertise in three general areas and also provides as-needed environmental consulting services to other SFPUC departments, both using Environmental Regulation and Management funds and funds from other divisions. ECU's three areas of expertise are natural resources, hazardous materials and waste, and discharges to air and water from SFPUC facilities.
Pretreatment Division
The Pretreatment Division's primary goal is to regulate industrial waste discharges to the sewer system, in order to protect SFPUC water treatment facilities, the water environments of San Francisco Bay and the Pacific Ocean, and the safety of SFPUC employees. Typical Pretreatment
Program activities include permitting industrial discharges, performing inspections and monitoring to determine compliance status, and taking necessary enforcement actions. The Pretreatment Division also has a Water Pollution Prevention Program to address small business and residential pollution source which emphasizes best management practices, technical outreach and public education. The program has received several awards including: - U.S. Environmental Protection Agency’s National Pretreatment Excellence Award

Health and Safety Program
The Health and Safety Program provides support SFPUC-wide for the safety of employees. The staff provides technical assistance on health and safety issues, health and safety training and training resources, liaison with regulatory agencies such as Cal/OSHA, and develops programs to reduce workplace injuries and illnesses.
