Infrastructure Division

The Infrastructure Division consists of the Infrastructure Resources Management, Engineering Design, Project Management, Construction Management and Program Development and Support Bureaus.  The Division is supported by the Office of the Assistant General Manager that provides executive and administrative support to the bureaus in the areas of workforce development, communications, labor relations and organizational development.


The Infrastructure Division oversees and manages the SFPUC’s Capital Improvement Programs, comprised of Bond Programs and Revenue Funded Projects, as follows:

 

§         BOND PROGRAMS

-          Capital Improvement Program Regional Water System.  37 projects totaling approximately $2.6B designed to increase the reliability of transmission and treatment facilities that bring water from the Sierra Nevada to the San Francisco Bay Area.

 

-          Capital Improvement Program Local Water System.   40 projects in San Francisco totaling approximately $1.0B designed to enhance reliable water delivery, update outmoded equipment, and rehabilitate aging infrastructure to withstand seismic events.

 

-          Water Bonds.  78 water system improvement projects totaling approximately $304M funded by the 1997 Water System Reliability and Seismic Safety Bond (Proposition A) and the 1997 Safe Water Drinking Bond (Proposition B).  Additional minor funding is available from previous bond issues.

 

-          Clean Water Bonds.  Various sewage transport and treatment projects totaling approximately $146M funded by the 1995 Sewerage System Revenue Bond.   Approximately $90M remains unspent because of the 1998 Proposition H freeze in sewer service charges.  Passage of Proposition E in 2002 has allowed projects to proceed.  Additional minor funding is also available from previous bond issues.

 

 

§         REVENUE FUNDED PROJECTS

-          Local Water Projects.  Projects within San Francisco funded through the SF Water Enterprise Fund and approved annually as part of the City’s Capital Improvement Program.

 

-          Regional Water Projects.  Projects outside the City limits funded through the SF Water Enterprise Fund and approved annually as part of the City’s Capital Improvement Program.

 

-          Clean Water Projects.  Sewer system improvement projects funded through the Clean Water Enterprise Fund and approved annually as part of the City’s Capital Improvement Program.

 

-          Hetch Hetchy Projects.  Water and power projects funded through the Hetch Hetchy Enterprise Fund and approved annually as part of the City’s Capital Improvement Program.
