Program Development and Support
The Program Development and Support (PDS) Bureau is responsible for providing planning efforts and technical support for the Infrastructure Division The Bureau develops program strategy, and establishes policies for the program. It initiates and develops projects, and is the primary liaison with SFPUC Planning and Operations divisions, and associated regulatory and advisory bodies. In addition, PDS provides scheduling, cost estimating, cost and change control, risk analysis, document control, policies and procedures, quality assurance audits, post design and post construction project reviews, peer review and value engineering.
